Added a way to localize labels for markups of new stats.

It is now possible to add a "NOT_" prefix to the DLC name in the RDLC array, and then the command will be executed only if that mod is NOT loaded.

Example:

+Edit_X2ItemTemplate = (RDLC = ("NOT_LW_SMGPack_WotC"), T = "SMG_T2", P = "CanBeBuilt", V = "false")

When using 'Calculate' operation, resource costs will no longer scale below 1. This will help single-build costs with Five Weapon Tier Overhaul to be more reasonable. Previously, adding more weapons into a tier could cause Alloy or Elerium costs to reduce to zero.
