Updated once more but without the ugly addon border

This update comes courtesy of the fixes provided by Dargino.

Corrections:
- New handheld items are supported, including Search And Destroy DLC items
- Heal command has been updated to work with the new server.getCharacterData() function
- The equip command no longer gives empty equipment

- Fixed issue where dedicated server owners could not be given owner role

Corrections:
- Fixed error when attempting to heal a player that is not on the server.
- Corrected punctuation for ?player_perms command.
- Disabling "map teleport" ("Allow Teleport" in the custom options menu) prevents non admin/owner players from teleporting.

New Feature:
- Added ?deny_tp command that blocks another player from teleporting to you (Admins can override this).

- Fixed issue where teleporting to named locations ("oneill", "beginner") would throw a bad matrix error

Version will remain 1.0

- Fixed issue where players could not use ?tp command to teleport to other players

Version number will remain as v1.0 as no major changes were made
