Add Burn tool
--reads mass tokens on playmat
--UI allows for adjusting fuel consumption; reports available burns; and provides a button for executing a burn
--script auto adjusts wet mass token in proper steps for burn
--uses collision to update token position

QUIRK:
--for now, update will not trigger when wet mass is placed on top of dry mass; in this instance, place wet mass on dry mass, and simply pick up/drop the dry mass token; it will collide and update the situation

Changed snap behavior for delegates/factories/claims.
For vanilla components:
claims do not have snap points
factories have snap points on them for colonies
factories do not snap to anything to prevent chaos on the politics board

white components changed to offcolor white, to prevent TTS bug where they show as red

implemented Geoff's Intro variant in setup script; script now lays out the possible spacecraft premades

fixed some quirks with splaying

Added splay to right function for all decks. Right click and select Splay Stack to Right from context menu to lay it out to right; optimized for HF cards.
