changed some behavior on solar cycle scripts from user requests:
-automatically rolls results for CME/Solar and Anarchy (mod0)
-prints some instructions on what to do in each event as a reminder
-turning auto Sol setting off in turn config prevents script from rolling or resolving events; use this setting if you want to resolve events manually, or are going through abbreviated turns such as in quick start variant

--fixed quirk with burn tool
--re-arranged UI tools to be in a better layout
--now hides action buttons and next turn button if the player's turn is not active
