Fixing some issues that broke in the updating process:

Wei, Wu, Shu, and restored Han banners should now function correctly!

Additionally, Sun Ce's map colour should be correct again.

Expansion to include custom old style banners for the remaining new Han factions introduced by Furious Wild's patch - releasable administrator commandery factions of Liaodong, Xiapi, Yongchang, and Yunnan. Additionally, custom corresponding civil war faction banners for the above, and custom civil war banner for Shi Xie's corresponding faction, and the Jiuzhen civil war faction. Also fixes a bug in the basegame where the new factions' battle banners wouldn't show up.
