- Bottom buttons in culture and religion menus should not disable achievements and work in ironman mode.

- Added an on_action that would run on_game_start, on_game_start_after_lobby and on_yearly_pulse.

This will help me with diagnosing issues regarding some people not being able to see the skull button etc. To see if the mod is enabled or not.
