修复了火箭问题。
Fixed the fire arrow bug.

Replaced imperial guard captain with lance cavalry captain due to their replenish problem.
Enable fire arrows for gate pass garrison.

使关隘不需要器械就可以被围攻，看看能不能让ai更喜欢攻城。还有一个选择是像锤二关隘一样禁止所有攻城器械建造，但可能会太送人头···

Allow gate pass to be attacked without equipment to encourage ai to attack it.
