General balance changes

UP SPECIAL
-increased base knockback from 5 to 6 to make it easier to DI against
-removed Herobrine
-added sound effect to final hit

FORWARD SPECIAL
-decreased damage and hitpause of the projectile

NEUTRAL SPECIAL
-decreased base damage from 3 to 2

TAUNT
- added a small cool-down
