-Added the Precision Airstrike
This is a work in progress weapon that is currently in a rough state, but still fun to use

-Actually fixed missing VFX and sound for Javelin Missile explosion

-Fixed players overriding the target of other player's Javelin missile. Thanks Travis.

-Decreased the damage of the 50rpg
-Decreased the explosions vfx of the 50rpg
-Increased the explosion radius of the 50rpg.

The 50rpg should work and feel a lot better now. Originally it would either instantly kill in a small radius or deal no damage at all. Now it should work much more like a high velocity rocket launcher.
