Bugfix in GatherSpawnObjectives - vanilla subobjectives should spawn normally again now.

CreateObjective_Encounter now manually randomizes an encounter bucket if it's given one with RandomizedSelection set to true. Testing indicated whatever the game was doing normally was very iffy to actually randomize selections of modded encounters.

CreateObjective_Encounter now properly double checks where units can spawn: this should allow for better spawning of units without them spawning out of bounds too often or spawning on top of existing units.
