Update on 3.1

added addtional cloth distributions, including the new jobs from 3.1

The variety of clothes has greatly been expanded, to name afew the following sets of clothes have been added:
-new clothes for admirals, general, governors & administrators for empires with "Aristocratic Elite"-civic
-governors & administrator with "Technocracy"-civic get new clothes (but not those with Imperial-authority)
-a set for POPs & leaders for the "Necrophage"-origin as well as the necro-related civics that came with them
-a massive Warhammer 40k inspired set for the "Imperial Cult"-civic
-enforcers with the "Police state"-civic get a more secret police-like cloth set
-new clothes for farmers
-clothes for technicans and miners have been adjusted (they now look more like heavy duty gear)
-slaves (worker-strata) got new clothes
-becoming the Galactic Imperium adds a new set of "proper" clothes for your people, fitting a "Galactic Empire"
-minor adjustments here and there (mostly additions to government typs I overlooked)
-I also started adjusting the clothes themselves to stop certain clipping errors

Experiements with additional clothes based on civics:

-Soldiers, when the Warrior culture civic is active, and duelist in imperial societies got a new set of clothes.

Added new clothes for necromancers and included death priests, death chronicler in the cloth distribution
