Fixed a bug where if Barbarians captured AI Gregor's Jailbait, then all civs would lose influence with all city-states.

v2 Changelog (4/24/2020):

Bug Fixes:
Jailbait now can construct villages and other worker improvements granted by other mods
Units constructed in a city that was founded after the National Intelligence Agency was built will now properly receive their EXP boost from UA
Fixed a trigger issue regarding Civ 4 traits.
Fixed a trigger issue regarding KFER support
