:Balance patch_V2
1) Further modification of inter-faction diplomacy to curb Tyrion's excessive growth.
2) When the Ai plays the Elthaion, it buffs the faction effects so that Everes doesn't go down too quickly.
3) Modify the balance between each character to work better.

1) The entire diplomatic situation was modified to control excessive High elve's federation at an early campagin.
2) Several effects have been modified that do not apply properly.
