Added 10 more countries like USA, BYZ, COR

Fixed near east.

Enable forming countries multiple times (by default disabled to avoid exploits)
Enable forming countries based on accepted culture (by default only primary culture is used to avoid strange tag switch)
Fix misspelling.

Enable forming from in-game tag (configurable)

Fixed restriction to custom nation only

Added settings:
* If AI can also form countries (otherwise only player can)
* If subjects can form countries (otherwise only independent nation can)
* If post-colonial countries (like Texas or Basil) can be formed (please check default culture for given nation, by default they are European cultures)

Removed restriction to own all culture related provinces.

Added all countires for which i could find primary culture.
