It seems SureAI simply erased the Game Setting strings that show the message why you cannot fast travel currently. ^^
I've used the original Skyrim to restore this messages.
Now you should always see these annoying but informative messages of why you are currently not allowed to fast travel.

I've removed the Debug.Trace from the script as Enderal already produces enough log entries alone. ^^
And yeah, I almost copied that function 1:1 from the Creation Kit wiki.
Papyrus is meh...
