Minor amendment to last change. Grapple Arrow now has a cooldown time of only one second. In addition, grappling reduces your fall damage!

-Complete recode from the ground up.
-Arrows are no longer physical and rely on traces instead of collisions. End result is a much more predictable and much more reliable flight path and no possibility of crashes.
-NPC and player pinning has also been improved, with (hopefully!) the side effect of making NPCs without health (ie: dealers etc) unable to be pinned.
-The normal and fire arrows are now one in the same, changing effect size based on how long you have charged to indicate the damage and speed.
-Arrow flight speed, damage, and ignite time are now based on how long you charge instead of flat amounts.
-Brand new custom effects, including impact effects, marks, and scorch decals.
-The grapple arrow now has infinite life and can only be removed by severing it yourself with R.
