Fix "Knights of Caledor" cannot build aesanar camp and mistwalkers fortress.
Remove hundreds redundant entries to enhance mod stability.

"Allow hef recruit wef" and "allow hef recruit def" merge into this mod.
Adapted to the latest 1.9 update, allowing major factions to build the Mistwalker fortress.
Remove about 3000 redundant entries to enhance mod stability.
