-Fixed missing colon in French localization.
-Added a Federation Focus policy for the federation president to mess with, which will affect all federation members. Will add more federation policies at some point.

You can no longer gain influence from Guarantees if it's a two-way guarantee (basically both empires guaranteeing each other) because that's basically a better version of a defensive pact.
