second attempt on fixing Reichskommissariat emblems:
- now all the countries in the world will switch their emblem to reichskommissariat if they are puppeted by fascist Germany and reach the lowest level of autonomy (reichskommissariat)
- this solution should prevent the situation where reichskommissariats of Belgium and Netherlands would not load their emblems when created during the war

- Belgium, Belarus, Netherlands, Norway and Ukraine will use German Reich emblem when fascist Germany puppets them under the autonomy level of Reichkommissariat
