Minor fix so that certain buildings are no longer prohibited on habitats.

This may end up being part of a larger change - as the original intent was to have habitat administration buildings on ALL of the habitats. However, doing so is a major compatibility issue, so I'm considering just leaving things as is. Also the habitat administrations were buffed a bit to compensate for larger habitat sizes, so this may make the planetary/asteroid habitats too good.
