altered the way blade artist's damage bonus is calculated.
HP Costs can now be a % of current HP. this isn't used for any abilities yet.

hopefully fixed softlocking when using certain abilities with special guns with Mr.Nice's fixes.

Macabre Waltz will no longer falsely appear to be a free action with cbac.
Added configs so Mr. Nice's weapon fixes will apply the aoe ammo fix to many abilities.
several abilites will now use WeaponTypicalCost.
fixed Bullet Roulette trying to pick ammo from an empty array.

Skills with HP costs now have Red backgrounds.

Rewrote the way Grimy's Fury's Psi attacks are implemented; you can now use them alongside the regular non-strafy versions.

Added 25 new perks.
