- file naming error in the flagellant.roster.additional_values.json
- accidentally set "99 dead heroes" as a requirement for the Flagellant recruitment event to trigger. It's fixed now

All this does is:
- adds +1 to roster size
- remove the 'Town Event: Blood Pilgrimage' and
- makes the 'Town Event: Blood Scourge' appear sooner
