Remove the provinces map file to reduce the mod size because it's not needed

Updated to newest game version, also includes map edits so the area of uk is now water (can also be used by ships), this is also the reason why the mod is now around 80MB large.

To avoid making large changes to the states, some provinces in the uk need to be flagged as "land" in order for the game to place neccesary things like airbases and stuff.
