Removed a duplicate "descriptor.mod" I left in like a fool.

Small fix to to fix this mod from breaking the Latin Empire Bloodline.

Updated the thumbnail image to something that looked slightly less terrible.

Fixed it so you can now put prisoners on House Arrest and in the Oubliette again.

Amusingly enough these options were not displayed in the (original) second preview picture, and it still took me this long to notice they were gone.
