*Continuation of the last big patch which fixes a few bugs and problems I had not fixed in the orginal patch. Added a new "Additional Features" setting in the decisions which is by default turned off. Currently these "features" only include new events for rebel armies spawning on rebel provinces and triggered modifiers for development and other things. The reason I added these harder unrest mechanics is because in my MP games usually unrest becomes a trivial thing and if your army is good enough rebellions are not an issue. I wanted to change that and added those simple "fixes".
