TELLURIAN PUBLIC BETA 2.9.1.7

UI:
- Standard and advanced structures condensed to a single menu
- New in-game toolbar that binds some common functions to easily accessible buttons
- Redesigned mod selection menu
- Tips about swapping stats (e.g. sight radius --> power) added to army builder screen
- Fixed a bug regarding Lucy's tooltips
- Tag reload and lab temperature bars repositioned so as not to not overlap with text
- Hopefully fixed text overlap on post-game screen

Misc.
- High resource setting is now default. Similarly to game speeds, this means low resources has now been replaced by a new "very high" setting.
- Expanded AI addons
- New addon titled "AttrParameters Override" allows game hosts with swapped stats to stay compatible with their lobby
