Rebalance! Special thanks to AngleWyrm for helping me calculate things in this update.

- New formula to calculate the ship cost. Lower tier ship should feel easier compared to higher tier.
- Closer star systems should feel consistently cheaper to navigate than farther star systems.
- Ship fuel hatch max number is 10,000 now.
- Max fuel cost is 10,000 now.
