- Updated the version number to 1.7.1
- Removed the stability and war support penalty for status quo wars temporarily

- Changed the "surrender_limit" modifier to "forced_surrender_limit". This should solve the issue with the peace conferences. If the issue still persists, please let me know!

- A news event from the start with the most important information
- Overhauled the settings menu (It's now an event chain)
- Fixed a bug in MP when 2 countries controlled by players would together finish an enemy
- It's now possible to select easier decisions without the requirement of conscription and economy law
- Instead of state transfers you can also start a peace conference instead. However, there are no limits in demanding stuff so this can be exploited quite easily
- The German and Russian loc are in works and will arrive tomorrow probably
- Code Optimization and localisation fixes
