Updated the Republic of China disaster to make it rarer
Fixed numerous events for China that wouldn't fire

Update 1.7.2 for EU4 1.22:
Temporarily disabled the French Revolution while a new version of it is being worked on.
Removed AE modifiers for the AI in certain areas.
All of the Shun events should be working now.

Version 1.6.1 for EU4 1.22:
Fixed a rather urgent issue that caused the moral of armies to drop massively for every single nation in the game. I'm surprised I hadn't noticed this one.
