No Handicap on Normal

Removes all campaign balancing effects (income bonuses, changed recruit costs) for both player and AI when playing Normal difficulty.

This mod is compatible with other mods; it's possible the effects can get in each other's way, but the game will run fine.
It is also now compatible with my Add AI Occupation Resistance mod.

Here is the list of exact changes done in the mod:
admin_cost from -10 to 0
recruitment_cost_mod_land_all from 10 to 0
recruitment_cost_mod_naval_all from 10 to 0
repression_gov_type from 5 to 0
research_rate_mod from -5 to 0
short_campaign_research_rate mod stays at 25 (same for all difficulties)
upkeep_cost_mod_land_all from 7 to 0
upkeep_cost_mod_naval_all from 7 to 0
happy_resistance_mod_general from -20 to 0
