first time i got the call i sent in a SWAT team

Losing 12rep because i didn't send officers to deal with a candy thief.... come on!

this call seems a bit wonky, explored the possible routes when i get this call and everytime i lose 12 rep, granted rep doesnt mean jack sh*t when in freeplay but sending an officer to something like this? it just doesnt seem right for an emergency, even when giving a warning to the kid and mother the mission counts it as nothing was done = ignored

the conversation be soundless and it will mute the game's sounds
plus the conversation be REALLY fast
so....it didnt work

I don't know about everyone else but my family personally has had this happen and some of my friends as well, officers were never sent to these calls in real life for us but when we choose the options to simply talk to the mom and not send officers, then ignore it, we lose 12 rep.

In your Steam library right-click the game and select Properties. Then select the Betas tab and from the drop down select Contributors. Hit Apply and Ok. Now you will have the console.
Please note though that this call will generate itself in game - you do not need the console; it is only needed for testing or forcing a certain call.
