Possible fix for 'splash screen is not responding' / game not starting.

Quick and dirty guide since I found a fix for my issue that might apply to other situations as the devs seem to only answer with 'check drivers' to all those who reported this issue as far back as last year.

Make a steam library on your main drive (c:\) if you don't already have one.
Move the game folder to it through the steam client / game properties.
Launch the game.
