To answer your question, no. You don't NEED the Sage's Guild favor from that conquest. You also don't NEED to spare the tidecasters, you can gain enough positive vibes with Eb in the rest of the game to max out the numerical loyalty number. So in short, this one decision won't lock you out of anything.
So play the game how you want to play it! It's a roleplaying game that has some really great writing. Spare the tidecasters and have Eb respect you more, if that's the story you prefer to experience. You can still get the Sages Guild favor you need.
I'm wondering about one of the Conquest outcomes, though:
"Apex
The first choice in Apex is pretty vanilla. Choose which faction you want to have love you, and side with them. Capturing the mages does offer a small bonus to Sage's Guild favor if you end up siding with the rebels, while killing them increases wrath instead."
Feeding the Tidecasters to Nerat truly angers Eb, and she keeps reminding me how horrible I was to allow it to happen. She basically says that she will never forgive me. Is the payoff (Sage's Guild favor) worth it in the end?

First playthrough (DIsfavored, convicted Nerat), I had a save from just before the trial, so I decided to play around. After selecting "both are guilty", Tunon told me that my job was to convict ONE Archon and I had to choose. So I successfully convicted Ashe instead.
Also, I got Tunon to kneel both times, but I don't recall the exact dialog choices I used (don't think they were exactly the same).

I'm wondering what could be these "careful conversation choices" because it seems impossible to end the Edict of Storm in a Chorus play. This guide is the only source I found claiming it's a doable stuff.
