No Confederations (Except Bretonnia)

This mod removes the ability for everyone to confederate except Bretonnia. I found that restricting confederations really helped with stopping the game from becoming ridiculous late-game. Since the AI nor the player can confederate everything easily, the game slows down quite a bit.

Bretonnia is the only one I allowed to keep confederating as they have tech that supports it.

The one issue as far as I can tell with a no confederation mod is that if you don't choose Karl Franz at the beginning you can never get him later as it requires you to confederate. So if you play the Empire, make sure you take Karl Franz first and unlock the others later.

This mod was completely inspired by Dresdens original No Confederations mod, which I liked but wanted Bretonnia to still confederate so I made my own version. So I want to give him a lot of credit.
