And yes, if you got +0, you can rub it two tiems, +1 two times, and same goes to +2 as well. That would be counted as as 9, but it will not count the duplicate cards. That means you don't need to do it again once those cards already registered in the gallery.
For example No. 1 "Red Dragon" to get the +0 card rubbed 2 times, the +1 card rubbed 2 times and also the +2 card rubbed 2 times?
It is possible that IF forgot to add the 3rd rub on Fear, but the card is there in the database. Might try to contact support about this.
If you are talking about the post game content, there should be a new blue point appeared right after Kunagava's city. Walk on it and it will teleport you to the new island.
BTW after you finish the game are you supposed to just be walking around the map aimlessly? or am I missing something?
