Too bad you didn't change the names and logos of the teams but I guess you're not working on the 2016 anymore.
I used the Original Liveries as a base but you could open a new File in Photoshop and it will work just as well. Dimensions are 2048x1024 and the colors to use are in the link i posted. Black Background, no transparency, alpha or RGB Channels.
I Personally use PSD because it is a lot easier to work with Layers and Forms than without and i can just edit them inside the Unity Folder that way.
After installing Unity (5.3.6 - newer Versions will not work!) i imported the Template Pack, deleted the included Liveries and added mine. After that you only have to assign the AssetBundle (bottom left under the Livery, create new and name it "liveries" or "liverypack") and build the AssetBundles (Top Menu, Assets -> last Option).
It is important that you add every livery to the AssetBundle and use the right Names, it does not work if you name the Bundle "soemethingelse" and rename the File afterwards.
