/debug
Go into the planet you want to delete and you will see this in the debug menu:

Go to storage folder and delete only these id world files:

Enjoy
First, Back up H:\Steam\steamapps\common\Starbound/storage/universe
Then try reinstalling starbound. if you are useing a mod or a bunch of mods, there might be a conflicting mod messing with modgen thus you might need to delete all the .world files in the H:\Steam\steamapps\common\Starbound location. make sure you back it up first.
If that doesnt work, you may just need to remove some older mods.
