Notification Spam Control [2.3.*]

Description
Notification Spam Control helps keep your notification bar clear of spam in large games. The mod currently makes two changes:

First, it entirely disables notifications for diplomatic actions that don't involve your empire. If two of your neighbors decide to sign a migration pact, you won't know about it until you check the Contacts window.

Second, it adds seven new policies to control what proposals AI empires are allowed to make to you. The policies cover:
- Migration Pacts
- Non-Aggression Pacts
- Defense Pacts
- Federation membership offers and requests
- Federation association offers and requests
- Requests to become your vassal, protectorate, or tributary
- Trade offers

If you choose to activate any or all of these policies, the AI will not send any proposals of that type to your empire.

Note that these policies have no effect on Player empires. If another Player is spamming you with migration treaties, you'll need to tell them to knock it off.

Tweaks

If you want to quickly ignore all proposals (say, at the start of your game), you can run the following command in the Stellaris console to change all of the mod's policies at once:

effect nsc_ignore_all

Cheat Mode

All of the above proposals would normally not have any consequences for declining them, but a special "cheat" mode has been added to cover proposals which would have consequences. You can enable cheat mode by running the following command in the Stellaris console:

effect nsc_enable_cheats

Cheat mode currently has policies for the following proposals:
- War Invitations (with Federation members only)

Compatibility Notes
This mod is based on Stellaris v2.3.3, and changes the following vanilla Stellaris file:
common/diplomatic_actions/00_actions.txt

It is incompatible with any other mods which modify this file.

Paradox does not usually change this file between bugfix releases, so the mod should be compatible with all patches of the same major/minor release series (example: 1.0.0->1.0.1 is fine, 1.0.0->1.1.0 is not).

Koreom, it's fine and indeed *helpful* to create an updated version of someone's mod. Just give them the *option* to upload the updated version on their workshop too, but at this point you can upload it to your steam workshop too.

I looked into the code and compared the changed diplomacy file with the current one. Conclusion: The mod is quite outdated. There are many small changes, but the most important thing is that the envoy action are not in the mod file.

It would be quite easy to update this. Do you know what the etiquette is if someone would like to update the mod of somebody else?

Is there a way to get only the spam filter part of the mod?
I still would like to know if another empire has a new treaty with another empire, I just want them to stop sending me the 100th federation invitation when I declined all of them before ...

I need to disable the repetitive slave on the market notification, i cant even hear my game anymore the notification is non-stop. This mod didnt fix it
