TTT - Dynamic Voice Battery

Description
Sick of destroying your own and others' ears whenever a crapton of players joins your server? Yet you also want to hold important pseudo-political speeches when there aren't a lot of people on? Well this is your chance, download this addon today!

Sure, good description and all, but what does it do?
This addon simply triggers the voice_drain cvar found in TTT to enable when there's at least (or more than) 20 people on the server (the minimum threshold to trigger the voice drain is customizable) so people will say more important stuff because they don't have much time to speak and it checks every 3 minutes whether to change the cvar or not.

If it gets enabled/disabled it may also (or may not, since the option is up to you!) leave a message warning the users about the change.

ConVars:
dvb_minimum_players (default: 20) - Set the minimum players required to trigger the dynamic voice battery.
dvb_server_notify (default: 1) - Set whether or not to alert the players that voice battery is enabled/disabled.
