Tougher Seal Guardians

Description
Powers up Seal guardians to be a T4 and T3s instead of a T3 and T2s.

I've thought that the rewards available from these should be harder to get and that Seal Victorys seem to start too quickly for me, so I made this mod to address this.

For those interested by Seals, a discussion as been opened on the official forum to discuss improvements to them: https://forum.paradoxplaza.com/forum/index.php?threads/making-seal-victory-more-interesting.1171990/ Opinions required to balance their respawn time, rewards, and maybe change the way they're spawned on random maps.

I tend to play with the seal point required set at 100, so I have no experience to judge how fast defenders should respawn. Would others like it shorter?

Didn't notice anything, but in my experience it only rarely places 1 seal in the UG, usually none.

While we're talking about Seals, I wondered whether you see anything in the code that could explain a game on a Large map with UG where Seals only appeared on the surface layer? I got someone telling me he saw Seals UG so it's probably not that Seals never appear UG... It would be great if we could have more say on the number of Seals on the map...

Well, I let you judge but that seems very long to me. I don't remember the seal charge conditions but I think it starts at 40 or something. You take 2 seals and you can almost win the game without having any respawn at any time. Take 3 seals and you're good. 3 to 10 turns with a maximum at 6 turns would seem more appropriate to me.

Looks like I can change the defender spawn speed, which is currently set to 10-20 turns, heavily weighted towards 15. Is that too long?

Well I'll take a look, but I strongly suspect there is no "Bug" flag I can just disable. :P
The only time I've noticed defenders no spawning is when a Seal is placed too close to a start location, and I don't know if I can do anything about that.

Mmh, thanks for this answer, but I also meant: maybe you should look at it... That's actually more important than the defenders. Because if you can keep just 1 T1 Irregular on the Seal during the whole game because nothing spawns on it, it's clearly too easy.
