Personal Balance Mod

Description
Reduces direct effect of road building on car usage and increased base car usage to compensate. Makes Middle income hate income tax less. Makes education level affect smoking and alcohol consumption.

I did try to balance the first change by raising the base car usage. I think I will need to change the values a little to bring a bit more challange back though. If there are any other changes to the game that you feel improve it I would love to hear them :)

The first one sounds like a cheat but I take it this is for yourself so its basically an easy mode choice I guess maybe? The second one I buy because I remember there seemed to be nothing set to boost the middle income favor and that is just ridiculous. The last one is also cool but I have to wonder if the game accounts enough for things that increase smoking and alcohol consumption. I will have to look some time.
