Terrain Traversal Requisites Plugin

A plugin that makes passable terrain impassable by
terrain tag unless the crosser has specific skills,
items, equipment, or state.

1 - Set the terrain tags that have movement requirements
in the plugin options menu.
2 - Add the tag <terrain_pass_id:#N> to the notes section
of the skill, item, equipment, or state that will
allow the player to traverse the terrain that has
the terrain tag #N

+ Events can be given the same ability with the same tag
in their respective notes section.

+ The tile's passability is still taken into account after
determining if the player/event has the requirements to
step on it.
