ah right, will look into it again tomorrow, but it must be better then before right?
Sadly, the lighting is still buggy. :(
Check the "Asset Editor" page on Cities Skylines Wiki for how to set up the different texture maps for vehicles.
Lights in the illumination maps are white(1), turn signals are black(0), and the rest should be gray(0.5)

It's very good :)
But it needs a proper illumination map, it blinks when turning :(

1. subscribe to your own asset, that you want to update
2. start the game and click the "content manager" and then "assets"
3. search your asset, that you want to update. now there should be an "update"-button besides the "share"-button --> click on update
4. click on the small folder-icon to open the actual content of the asset. there should be a crp-file and a png-file (the previewimage)
5. just exchange the old crp-file with the new one, that you have created and saved somewhere on your computer and click update/finish or however it is called

Specular map is used for reflections and shininess, while illumination map is used for lights (tail, front and blinkers)
Make a new (fixed) crp of your car, then subscribe to your car here, and in Content Manager click on Update button under your car asset.

i thought maybe a specular map could fix it?

It happens because of complete absent of illumination texture.
