you have to subscribe and then open it with ''extra'' and then ''escape'' mode.
I think this will solve your problem, let me know.

When I load up the map and the new prisoners come, it doesn't lock me onto a prisoner. Anyway to fix this?

As you can see you didn't put staff only at the recep area. so i managed to ask my crew to rush towards the gate.
