No Maintenance for Workers

Description
Seems counterintuitive for the costs of Workers to rise along with military units, hence this mod disables maintenance costs for workers.

Tested and working on Vanilla.
Tested and confirmed working on RT by draygriff.

Does this mean no maintenance for the worker unit or no maintenance for the worker unit and the buildings/roads the worker builds?
