Norway: Gjovik and Hamar

Description
This is behind the mountain in Norway, by the big lake Mjøsa. I have made the lake a sea connecion and added 4 train connections and 2 highway connections. Why can't I make a regular road with 2 way traffic a connection? For a mountainous area in Norway, buildable land is few and expensive.

No mods used for this map.
Theme used: West Coast Canada.
