They said that Black Mesa Facility still uses Windows 98. But they upgraded.

@SS | Aronanners the most accepted theory is that it took place in 2003, which would make windows 2000 a prime contender for what would be used as an OS in a server network. so would NT 4.

It did kinda annoy me how the computers in Black Mesa had different operating systems in different stuff.

It's never specified when the games take place.
It IS stated that Half-Life 1 takes place some time in the 2000s, according to the Half-Life instruction manual, and Marc Laidlaw himself has dismissed 1998 as being when the first game place.
