Changes the Victorypoint-Distribution, so ahistorical gameplay becomes more logical (Stalingrad etc. have way too many VP in my opinion, just because Hitler failed there...)

VP in the Capital(s) of a Region are now based on the Ressources, Manpower, Amount of Provinces and the Developmentindex of the Region.

There are about 250 (inimportant?) Regions missing yet, the other 500 i did in hand work (yes i changed all of them by hand and calculated the score by a selfmade system in the head).
