Found the problem I think: your file has a "flags" folder nested inside a duplicate "flags" folder. I just adjusted and it works fine now.

doesn't seem to work for me. Have reinstalled twice to no avail: keeps default flag. I haven't any other flag mods which may conflict either.

does not seem to replace the flag in the german version with the censored Adolf.
Which is really sad, because with Charlie Chaplins Great Dictator would habe made a perfect match.
