How do I start a sandbox with this map without having minus in the bank?

Anyone else have an issue with this map where the utilities (trash chute, depot, etc) are missing? I'm playing in sandbox mode with money and research turned off.

My guests are unable to leave the park on this map. They walk up to the exit and turn around and go back. Say they can't find the exit or something.
